Illinois Charitable Registration Requirements

Unless exempt, a charitable organization must register with the Illinois Attorney General before it solicits charitable contributions in Illinois.

Out-of-state nonprofits that register under the Illinois charitable registration laws are not required to qualify to do business in Illinois. However, engaging in other business activities such as having an office or employees in Illinois may trigger the requirement to register to do business in Illinois.

Initial Nonprofit Fundraising Registration in Illinois

The following is a summary of the initial charitable solicitation registration requirements in Illinois:

Illinois Exempts the Following from Charitable Solicitation Registration:
  • Less than $15,000 nationwide contributions per year
  • Religious organizations (Submit Illinois Charitable Organizations Registration Statement (Form C0-1)
  • Educational institutions
  • Membership organizations
  • Political organizations
  • Appeals for single individuals
  • Veterans organizations
  • Volunteer firefighters

Illinois Charitable Registration Form: URS or Illinois Charitable Organization Registration Statement (Form CO-01)
Illinois Requires the Following Supporting Documents for Charitable Solicitation Registration:
  • Charitable Organization Annual Report (Form AG990-IL) and Non- Solicitation Letter
  • Report of Individual Fundraising Campaign (Form IFC), if professional fundraisers are used
  • Articles of incorporation or formation document
  • Bylaws
  • IRS determination letter, or a copy of IRS Form 1023 or IRS Form 1024 if the IRS determination is pending
  • IRS Form 990, IRS Form 990-EZ, or IRS Form 990-PF
  • Audited financial statements by an independent CPA if contributions exceed $300,000 ($25,000 if professional fundraisers are used)
  • Professional fundraiser contracts
  • List of officers, directors, and trustees (name, title, address, and phone)
  • List of states where registered
  • List of related-party transactions (names, businesses, and addresses of related parties).

    Illinois charitable solicitation registration does not need to be renewed each year. However, a financial report must be filed annually. The following is a summary of the charitable solicitation registration renewal requirements in Illinois:
